Sure it is. The article posits that they're in the process of taking over as oppose to having taken over. The point of the article is to tell you about someone you may not know about yet.

There's a whole industry operating outside of the mainstream, but if you're not someone who cares about following music then you just wont' know about it, but many thousands of people DO.
